I use Krita, which is free, and the ugee 10 inch m808, which is $57 CAD, though if I recall correctly I got it on sale. If you have your own preferred programs and equipment, use that!

Some art has names in different languages that use accents as well as the Latin script, however due to the nature of websites and html, those accents won't work.
